1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Kolkata Environmental Improvement Project (Supplementary Loan), and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2. The Kolkata Municipal Corporation (KMC), the Employer, now invites sealed bids from eligible bidders for the construction of sewerage and drainage for Borough XV including house connection:

3. International Competitive Bidding will be conducted in accordance with ADB'S Single Stage: Two Envelope Bidding procedure and is open to all bidders from eligible source countries.

4. Interested eligible bidders may obtain further information from the Project Director of Kolkata Environmental improvement Project (KEIP) , and inspect and acquire the Bidding Document, at the address given below.

5. The Bidding Document in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Rs 10,000 or USD 250. The Bidding Document will be sent by courier for an additional fee of Rs. 1,000 for domestic delivery or Rs.6,000 or USD 150 for overseas delivery. The method of payment will be by demand draft in favor of Kolkota Municipal Corporation, payable at Kolkota. No liability will be accepted for loss or late delivery.

6. A Pre-bid meeting shall be held at the address given below at 11:00 a.m. (IST) on 19 January 2007. Site inspection will be arranged by the Project Director, KEIP on 18 January 2007.

7. Bids must be delivered to the address below at or before 3:00 p.m. (IST) on 20 February 2007. All bids must be accompanied by a Bid Security of Rs. 8,000,000 or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened at 4:00 p.m. (IST) on 20 February 2007 in the presence of the bidders' representatives who choose to attend at the address stated below.

8. The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
