1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Uttaranchal Power Sector Investment Program. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. Uttaranchal Jal Vidyut Nigam Ltd. (UJVNL) invites sealed bids from eligible bidders for two small hydropower plants in Okhimath tehsil of Rudraprayag district of Uttaranchal which includes design, supply and installation, testing and commissioning of Electro-Mechanical Equipment:
  • Contract No: 3-ICB/ADB/UJVNL/Kalingaga-II: of 2X3000 kW Kaliganga-II Small Hydropower Project
  • Contract No: 4-ICB/ADB/UJVNL/Kaldigad: 2X4500 kW Kaldigad Small Hydropower Project

A bidder may bid for one or both contracts. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure.

4. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above requesting the bidding documents
  • pay a nonrefundable fee of $500.00 or Rs25,000 plus 10% trade tax for each contract. The method of payment will be by bank draft in favor of:

The bid documents will be sent by speed post or courier. No liability will be accepted for loss or late delivery. The Bid document can also be downloaded from the website of UJVNL: www.uttaranchaljalvidyut.com from 5 February 2007 to 29 March 2007. In case the Bid document is downloaded from the website, the cost of the document shall be deposited at the time of submission of offer, failure of which shall result in outright rejection of the offer.

5. Deliver your bid:
  • to the address above
  • on or before the deadline: 14:00 hours, Indian Standard Time, 31 March 2007
  • together with a Bid Security of US $ 44,200.00 or Rs 1,900,000 for Kaliganga II, and US $ 62,000.00 or Rs 2,800,000 for Kaldigad.

6. The technical proposals will be opened immediately thereafter in the presence of bidders' representatives who choose to attend. The price proposals will be opened in the presence of the bidder's representatives who choose to attend at the time and date and at the address to be advised by the Employer after approval of ADB of the evaluation of the technical proposals.

7. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
