Loan 2301: Urban Development Sector Project
The Government of Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Development Sector Project. The loan was approved 19 December 2006. The Project will improve the living conditions and quality of life of the urban population in the project towns. Specifically, the Project will upgrade basic urban services, urban roads, and on-plot facilities. The Project has four components:- A - improvement of basic urban services,
- B - urban road improvement,
- C - small loans for water connections and on-plot facility improvements; and
- D - institutional development and training.
ADB-financed civil works, equipment and materials will be procured in accordance with ADB's Procurement Guidelines (April 2006). Major contracts for equipment and materials will be tendered through international competitive bidding, national competitive bidding, or shopping procedures, depending on the contract amount. Civil works contracts will be procured through national competitive bidding or international competitive bidding. The Project will procure pipes and fitting and pumping equipment. Consulting Services
The Project will require about 195 person-months of international and 82 person-months of national consulting services to support the PMU and PIUs in project implementation and management, the feasibility study for the urban road improvement component, detailed design and survey, institutional development, and education and training. The ADB loan will finance 31 person-months of international and 82 person-months of national consultants. The international consultants will have expertise in
- project management and procurement,
- finance and microfinance,
- institutional development and financial management, and
- sanitation.
- resettlement;
- environment;
- legal aspects;
- database development;
- financial management;
- construction supervision, feasibility studies for the remaining subprojects under component B, and detailed designs of components A and B.
