1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" in November 2002.

2. Nepal has received a loan from the Asian Development Bank (ADB) towards the cost of Secondary Education Support Program (SESP), and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3. The Department of Education (DOE) now invites sealed bids from eligible bidders for the supply, installation and commissioning of Educational Security Printing Press consisting of the following machines and accessories

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage, One-Envelope Bidding procedure.

5. Bidders will be required in their bids to demonstrate the followings.
  • Average annual turnover of US$ 3.5 million calculated as total certified payments received for contracts in progress or completed, within the last five years
  • Cash-flow requirement, US$0.5 million or equivalent for this contract
  • Participation as contractor or management contractor or subcontractor, in at least one contract within the last ten years, with a value of at least US$1.5 million that have been successfully or are substantially completed and that shall include supply and installation of any type of electro-mechanical machine and equipment

7. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above requesting the bidding documents "SESP/DOE/2005/PSS-10, Supply and Installation of Educational Security Printing Press"
  • pay a non-refundable fee of NRs 8,000 or US$ 115.00 equivalent plus US$ 50 for mailing or courier. The method of payment will be in the form of bank draft made in favor of the Department of Education, Nepal. Cash payment will be accepted in case of local currency only

No liability will be accepted for loss or late delivery.

8. A pre-bid meeting will be held at the Department of Education at 11:00 am , local time, on 5 March 2007.

9. Deliver your bid:
  • to the address above
  • on or before the deadline: 11:00 am, local time, 27 March 2007
  • together with a Bid Security of NRs 3,300,000 or US$ 45,500 or an equivalent amount in a freely convertible currency. The Bid Security must be valid for a period of at least 118 days after bid opening.

Bids will be opened immediately thereafter the deadline in the presence of bidders' representatives who choose to attend.

10. The Department of Education will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
