1. This Invitation for Bids follows the General Procurement Notice which appeared in the ADB Business Opportunities on January 2001.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Tianjin Wastewater Treatment and Water Resources Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3. China National Machinery Import and Export Corporation, the Procurement Agent authorized by Tianjin Luanhe Water Sources Protection Engineering Co., Ltd., the Purchaser, now invites sealed bids for the supply of:

complete set of equipment and services for the Yuqiao Water Quality Monitoring.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

4. To obtain further information and inspect the Bidding Document, bidders should contact the address given below at Room 2102B, during working days.

5. To purchase the Bidding Document in English, eligible bidders should:

  • write to the address below
  • pay a non-refundable fee of RMB 1,000 or USD125 in cash or cashier's check.

The Bidding Document will be sent by express mail. No liability will be accepted for loss or late delivery.

6. Bidders should deliver their bids:
  • to the address below
  • together with a Bid Security of not less than 2% of the Total Bid Price.
  • on or before the deadline: 9:00 am (Beijing time), 9 March 2007. Late bids shall be rejected.

7. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend.

8. The Purchaser or the Procurement Agent will not responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction for Bidders.
