1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the West Henan Agricultural Development Project and it is intended that part of the proceeds of this loan under the contract for the procurement of dairy cows.

2. Henan Dingyuan Breeder Cow Breeding Farm now invites sealed bids from eligible bidders for the procurement of 400 heads of Holstein cows.

3. International Completive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all bidders from eligible source countries.

4. Interested eligible bidders may obtain further information from the Purchaser, and inspect the Bidding Document, at the address given below between 9:00 a.m.-4:00 p.m. starting 15 January 2007 (except weekends and holidays).

5. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB900.00 or US$110.00. Requests submitted by mail must include a certified check in favor of the Purchaser in the amount indicated above plus postal fee of US$50 (abroad) or CNY200 (domestic). Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to the address below on or before 10:00 a.m. on 1 March 2007 (Beijing Time). All bids must be accompanied by a Bid Security of no less than 2% of the Bid Price. Late bids will be rejected. Bids will be opened in the presence of bidders' representative who choose to attend at the address below.

7. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

8. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders
