1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Yichang-Wangzhou Railway Project and it is intended that part of the proceeds of this to payments under the contract named above.

2. CMC International Tendering Corporation (CITC), the Procurement Agent, authorized by Foreign Capital and Technical Import Center of the Ministry of Railways, the Purchaser, now invites sealed bids from eligible bidders for the supply and delivery of the following goods:

Bidders are free to bid for one or any combination of lots.

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all bidders from eligible source countries.

5. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of CNY2000 or US$260. The documents will be sent by express airmail. For an additional fee of CNY100 for local delivery or USD50 for overseas delivery, the documents will be sent by courier services. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to Room 415 at the address above at or before 2:00 pm (Beijing time) on 25 April 2007. All bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price. Late bids will be rejected. Bids will be opened immediately in the presence of bidders' representatives who choose to attend at the address below.

7. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

8. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
