1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on 28 January 2005.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Coal Mine Methane Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

3. China International Tendering Company (ITC), the authorized Procurement Agent of Jincheng CMM Comprehensive Co. Ltd., the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the supply and installation of the following:

  • Bid No. 0716-0620ITC2Y101 - Medium Pressure Pipe
  • Bid No. 0701-0520ITCY066/1- 80,000 m3 gas storage
  • Bid No. 0701-0520ITCY066/2- 50,000 m3 gas storage
  • Bid No. 0701-0520ITCY066/3- 20,000 m3 gas storage

Bidders are free to bid for any combination of lots.

4. International Competitive Bidding will be conducted in accordance with ADB's Single- Stage: One Envelope procedure and is open to all bidders from eligible source countries.

5. To obtain further information and inspect the Bidding Document, bidders should contact the address below between 0900 to 1100 hours and 1300 to 1600 hours (Beijing time) from 1 February 2007 during workdays.

6. To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee of RMB2,000.00 or USD250.00 in cash or in cashier's check. The document will be sent by mail.

7. Bidders should deliver their bids:
  • to the address below
  • at or before 10:00 a.m. (Beijing Time) on 14 March 2007
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price

8. Bids will be opened immediately thereafter at the address below in the presence of the bidders' representatives who choose to attend.

9. The Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
