1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the www.adb.org on 2 August 2005.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Jilin Water Supply and Sewerage Development Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3. China International Tendering Company (ITC), the Procurement Agent, authorized by Meihekou Water Supply Company, the Purchaser, now invites sealed bids for the supply, delivery and installation of the following:

Bid No. 0701-0620ITC2X103: uPVC Pipe & Accessories
Bid No. 0701-0620ITC2X104: Pipe Equipment

(Details and specifications are provided in the Bidding Document)

Bidders are free to bid for any combination of lots.

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

6. To purchase the Bidding Document in English, eligible bidders should:
  • write to any of the addresses above
  • pay a non-refundable fee of CNY 2,500 or USD300 in cash or cashier's check.

The Purchaser will send the Bidding Document by express mail. For an additional fee of CNY200 (domestic) or USD150 (overseas), the Purchaser will send the Bidding Document by courier. The Purchaser accepts no liability for loss or late delivery.

7. Bidders should deliver their bids:
  • to the address below
  • together with Bid Security of not less than 2% of the Total Bid Price.
  • on or before the deadline: 9:00 am (Beijing time) on 6 March 2007. Late bids shall be rejected

8. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend.

9. The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.
