1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the adb.org on 9 January 2007.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Heihe Rural Hydropower Development Investment Program - Erlongshan Hydropower Project and it is intended that part of the proceeds of this loan to payments under the contracts named above.

3. CNTC International Tendering Company (CNTC-ITC), the Procurement Agent, for and on behalf of Zhangye Erlongshan Hydropower Co. Ltd, the Purchaser, now invites sealed bids from eligible bidders for the procurement of:

  • Bid No: 0618-0620TC06BA04/01 - Cable
  • Bid No. 0618-0620TC06BA04/02 - Transformer

4. International Completive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope procedure and is open to all bidders from eligible source countries.

5. Interested eligible bidders may obtain further information from CNTC-ITC, and inspect the Bidding Document, at the address given below between 8:30 a.m.-6:00 p.m. starting 11 January 2007 (except weekends and holidays).

6. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB500 or US$50 for each set of bidding document. Requests submitted by mail must include a certified check in favor of CNTC-ITC in the amount indicated above. Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below on or before 9:00 a.m. on 21 February 2007 (Beijing Time). All bids must be accompanied by a Bid Security of no less than 2% of the Total Bid Price. Late bids will be rejected. Bids will be opened in the presence of bidders' representative who choose to attend at the address below.

8. CNTC-ITC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
