Proposed National Highway Development Sector Project
The Islamic Republic of Pakistan has applied for a loan from the Asian Development Bank (ADB) and intends to use a part of this loan towards improvement of national highways. ADB has approved advance action for recruiting consultants and procurement of civil works. The Project has two specific objectives: (i) improve road sector efficiency on the Pakistan National Highway network; and (ii) institutional capacity building of NHA. The national highway sections to be improved include:- N-25, Hub - Uthal, Balochistan;
- N-70, Multan - Muzaffargarh, Punjab;
- N-50, Khanozai - Zhob, Balochistan;
- N-35, Hasan Abdal - Manshera, NWFP;
- N-65, Sukkur - Jacobabad, Sindh;
- N-80, Tarnol - Jand, Punjab;
- N-70, Qila Saifullah -Wiagum Rud, Balochistan;
- N-50, Zhob - Mughal Kot, Balochistan-NWFP
All civil works contracts (about 9 contract packages) will be procured in accordance with ADB's Guidelines for Procurement following international competitive bidding procedures. Civil works contracts will have an estimated value from $24 million to $92 million, and will be executed in three phases, each with 24-36 months period. Supply contracts with values of more than $500,000 will be procured under international competitive bidding procedures, with values between $100,000-500,000 and for less than $100,000 will be procured through international shopping and direct purchase arrangements, respectively. Consulting Services
All consultants will be selected and recruited through a firm using the quality- and cost-based selection method, in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engagement of domestic consultants. The Project will require consulting services in
- construction supervision, and
- policy reform and institutional strengthening of NHA
- Environmental Specialist/Engineer (one international [24 person-months] and one domestic [24 person-months])
- Social Monitoring Specialist (one international for 48 person-months),
- Resettlement Specialist (one domestic for 48 months
