and Completion of Augmentation of 33/11 kV Substations in Assam

India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Development Program, and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

The Assam State Electricity Board (ASEB), the Employer, now invites sealed bids from eligible Bidders from member countries of ADB for the following:

Design-Build Turnkey Execution and Completion of Augmentation of 33/11 kV Sub-Stations involving:

design, engineering, manufacture, assembly, inspection, testing at manufacturer's works before dispatch, packing, supply, including insurance during transit, delivery at site of 33/11 KV transformers, accessories, superstructures, bus bar, bolts & nuts, terminal equipment, protection equipment, measuring instruments, hardware fittings and accessories, earthing, earth wire & conductor (excluding supply of conductor & earth wire), insulators & insulator hardware, storage at site, casting of foundations, erection, stringing, testing and commissioning for augmentation of 23 numbers of 33/11 KV sub-stations in 3 (three) separate sub-packages as detailed in Bidding Documents.

International competitive bidding will be conducted in accordance with ADB's Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

To purchase the Bidding Document in English, eligible bidders should:
  • write to address above from 10:00 to 17:00 ours on all working days from 29 August 2005 to 27 October 2005.
  • pay a nonrefundable fee of of Rs.5,000 or US$115 payable by crossed demand draft in favor of 'Assam State Electricity Board, Guwahati".
Bidders must deliver their bids:
  • to the address above
  • on or before 12:00 hours on 27 October 2005
  • together with a Bid Security of :
    Sub-Package No.1 UAEDC: US$ 6,885.0 or 0.3 million INR
    Sub-Package No.2 CAEDC: US$13,771.0 or 0.6 million INR
    Sub-Package No. 3 LAEDC: US$16,066.0 or 0.7 million INR

Bid security will be valid for 30 days beyond the validity of Bids. The equivalent amount of bid security shall be determined using Bills Clearing Selling Rate of Exchange (as established by State Bank of India) two weeks prior to Bid opening date.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend.

ASEB will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
