The Power Grid Corporation of India Ltd., (POWERGRID) India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payment under the contract for which this Invitation for Bids is issued.

POWERGRID, Purchaser, now invites sealed Bids from eligible Bidders from member countries of ADB for the following:
ICB No. C-55809-L195A-7 for Tower Pkg-A2,
C-55809-L175-7 for Conductor Pkg-B2
C-55809-L179-7 for Insulator Pkg-C2

Tower Package-A2 involves:
Design, Engineering, Supply, Delivery and Installation of 400 kV D/C Udumalpet-Arasur Trans. Line, LILO of 400 kV Neyveli-Sriperumbudur Trans. Line at Pondichery & LILO of 400 kV S/C Ramagundam-Khammam at Warangal associated with Grid Strengthening for TN-II & TNAP Projects.

Line Material Packages-B2and C2 involve:
Design, Engineering, manufacturing, testing, Supply and Delivery and delivery of goods (i.e. conductor and insulators) at Site for 400 kV D/C Udumalpet-Arasur Trans. Line, LILO of 400 kV Neyveli-Sriperumbudur Trans. Line at Pondichery & LILO of 400 kV S/C Ramagundam-Khammam at Warangal associated with Grid Strengthening for TN-II and TNAP Projects.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

A Pre-Bid conference for Tower Package-A2 will be held at the office of the Purchaser at Gurgaon (Haryana), India on 16 August 2005.

Interested eligible bidders may obtain further information on the Bid from, and inspect the Bidding Document at the address mentioned below from 15:00 to 17:00 hours (IST) on all working days from 18 July 2005 to 3 October 2005.

To purchase the Bidding Document in English, eligible bidders should:
  • write to address below requesting the Bidding Document
  • pay a nonrefundable fee of Rs.10,000/- or US$200 payable by crossed bank draft in favor of 'Power Grid Corporation of India Ltd.', payable at New Delhi or Gurgaon.

The document will be sent by air mail/courier services/in person for overseas delivery or surface mail/courier/in person for local delivery. No liability will be accepted for loss or late delivery.

Bidders must deliver their bids:
  • to the address below
  • on or before 11:00 hrs (IST) on 4 October 2005
  • together with a Bid Security of :
    Tower Package-A2 : US$235,000
    Conductor Package-B2: US$109,000
    Insulator Package-C2: US$10,000
or equivalent amount in Indian Rupees or another freely convertible currency in favor of Power Grid Corporation of India Ltd.

Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of bidders' representatives who chose to attend. Late Bids shall be rejected.

Alternative Bids shall not be permitted.

POWERGRID will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.

In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

The detailed Qualifying Requirements (QR) are given in the Bidding Document of the subject packages. The complete Bidding Document including tender drawings are available at our website www.powergridindia.com. Interested bidders can download the Bidding Document and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Document from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the Bidding Document (hard copy) issued by POWERGRID official, the latter shall prevail.
