The Power Grid Corporation of India Ltd., (POWERGRID) India has received a loan from the Asian Development Bank (ADB) towards the cost of the Power Grid Transmission (Sector) Project, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

POWERGRID, the Purchaser, now invites sealed Bids from eligible Bidders from member countries of ADB for the following:

C-52711-L195A-7 for Tower Pkg-A1,
C-52712-L195A-7 for Tower Pkg-A2,
C-52713-L195A-7 for Tower Pkg-A3,
C-52711-L175-7 for Conductor Pkg-B1,
C-52712-L175-7 for Conductor Pkg-B2,
C-52713-L175-7 for Conductor Pkg-B3
C-52711-L179-7 for Insulator Pkg-C1
C-52712-L179-7 for Insulator Pkg-C2 &
C-52713-L179-7 for Insulator Pkg-C3

Bidders can submit bids for one package, any combination of packages or all packages.

Tower Packages A1, A2 and A3 involve:

Design, Engineering, Supply, Delivery and Installation of 400 kV Double Circuit (Quad) Edamon-Muvattupuzha Transmission Line, Part-I for Package A1, 400 kV Double Circuit (Quad) Edamon-Muvattupuzha Transmission Line, Part-II for Package A2 and 400 kV Double Circuit (Quad) Muvattupuzha - North Thrichur Transmission Line associated with Grid Strengthening for Kerala-I&II Project.

Line Material Packages B1, B2, & B3 and Packages C1, C2 and C3 involve:

Design, Engineering, manufacturing, testing, Supply and Delivery of goods (i.e. conductor and insulators) at Site for 400 kV Double Circuit (Quad) Edamon - Muvattupuzha Transmission Line, Part-I & Part-II and 400 kV Double Circuit (Quad) Muvattupuzha - North Trichur Transmission Line, associated with Grid Strengthening for Kerala-I&II Project.

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

A Pre-Bid conference for Tower Package-A1, A2 & A3 will be held at the office of the Purchaser at Gurgaon (Haryana), India on 25 October 2005.

To obtain the bidding documents in English, eligible bidders should:

  • contact the address above between 15:00 hours and 17:00 hours (IST) on all working days from 21 September 2005 to 25 November 2005
  • pay a non-refundable fee of Rs10,000 or US$200 by crossed bank draft in favour of 'Power Grid Corporation of India Ltd.', payable at New Delhi or Gurgaon.

The Bidding Document will be sent by airmail/courier/in person for overseas delivery or surface mail/courier/in person for local delivery. The Purchaser accepts no liability for loss or late delivery.

Bidders must deliver their bids:

  • on or before the deadline: 11:00 hours (IST), 28 November 2005. (Late bids will be rejected).
  • to the above address
  • together with a Bid Security of:
    US$384,000 - Tower Package A1,
    US$376,000 - Tower Package A2,
    US$327,000 - Tower Package A3,
    US$158,000 - Conductor Package B1,
    US$161,000 - Conductor Package B2,
    US$166,000 - Conductor Package B3,
    US$51,000 - Insulator Package C1,
    US$48,000 - Insulator Package C2, and
    US$36,000 - Insulator Package C3

or equivalent amount in Indian Rupees or other freely convertible currency in favour of Power Grid Corporation of India Ltd.

Bids will be opened immediately thereafter at 11:30 hours (IST) in the presence of bidders' representatives who chose to attend. Late Bids shall be rejected.

Alternative Bids shall not be permitted.

POWERGRID will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of Bids.

In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

The detailed Qualifying Requirements (QR) are given in the Bidding Document of the subject packages. The complete Bidding Document including tender drawings are available at our website www.powergridindia.com. Interested bidders can download the Bidding Document and commence preparation of bids to gain time. However, they will be required to purchase the Bidding Document from POWERGRID, (for submission of the bid), which will be duly authenticated by the executive issuing the documents. In case of any discrepancy between the documents downloaded by the prospective bidder and the Bidding Document (hard copy) issued by POWERGRID official, the latter shall prevail.
