The Republic of Indonesia has received a loan from the Asian Development Bank (ADB) towards the cost of the Renewable Energy Development (RED) Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
PT PLN (Persero) (the Employer) invites sealed bids from eligible bidders for the design, supply, transportation, construction, installation, testing and commissioning of a complete hydropower plant ("the Works") under the following Contract Package as part of the RED project:
Poigar 2 Hydropower Project (2 x 15 MW)
International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.
Bidders must meet post qualification criteria as stipulated in the bidding documents including experience as contractor for hydro power projects, experience in the construction of tunnels and experience of the proposed turbine / generator supplier in manufacturing hydro units with a minimum capacity of 10 MW.

To purchase the bidding documents in English, eligible bidders should:
- collect the documents from the address above from 11 July 2005 or the Employer can send it by courier for an additional fee of USD100.00
- pay a non-refundable fee of three million rupiah (Rp3,000,000) or USD equivalent
Bidders should deliver their technical and price proposals:
- to the address above
- on or before the deadline: 2:00 pm WIST on 18 October 2005
- together with a Bid Security of US$1,000,000 which must be included with the technical proposal.
The technical proposal will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend at the address above.
The price proposals and supplementary price proposals, if provided, will be opened in the presence of the bidder's representatives who choose to attend at the place, time, and date as indicated in the Employer's invitation for the second stage bid opening, after approval of the ADB of the evaluation of the technical proposals.
When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
