The Kingdom of Nepal has received a loan from the Asian Development Bank (ADB) towards the cost of the Rural Electrification, Distribution and Transmission Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. This Contract will be jointly financed by OPEC. The eligibility rules and procedures of the ADB will govern the bidding process.

Nepal Electricity Authority (NEA) (the Employer) invites sealed bids from eligible bidders for the supply and construction/reinforcement of 132 kV grid substations ("the Works") consisting of design, supply, construction, erection, testing and commissioning of the following works on turnkey basis:

  1. Reinforcement of Anarmani substation by installing one unit of new 132/33 kV, 30 MVA, 3-phase power transformer with control and protection panels complete. The scope also includes the necessary bay extension at 132 kV and 33 kV voltage levels.
  2. Reinforcement of Pokhara substation by installing one unit of new 132/11 kV, 30 MVA, 3-phase power transformer with control and protection panels complete. The scope also includes the necessary bay extension at 132 kV voltage level and replacement of one section of existing 11 kV switchgear panels comprising of seven panels.
  3. Reinforcement of Siuchatar substation by installing one unit of new 132/66 kV, 3x12.6 MVA power transformers (bank of three single phase transformers) with control and protection panels, power cables complete. The scope also includes the necessary bay extension at 132 kV and 66 kV voltage levels.

The Bidder must be a manufacturing or contracting company in the field of high voltage (110 kV or higher voltages) substations and maintaining a permanent place of business for at least five years as of the last date of bid submission. Detail qualification criteria of bidders and manufacturers are more elaborately described in the bidding document.

International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To purchase the bidding documents in English, eligible bidders should:

  • write to address above
  • pay a non-refundable fee of NRs25,000 or US$355 by depositing the money in Account No. 001-04270'C' at Everest Bank, New Baneshwor, Kathmandu, Nepal and the original bank voucher must be attached with the application.

Deliver your bid:

  • to the address above
  • on or before the deadline: 12:00 hours, on 14 November 2005
  • together with a Bid Security of US$57,000 or an equivalent amount in a freely convertible currency. The bid security must be included in the Technical Proposal.

In the first stage, the Technical Proposal will be opened at 15:00 hours (Local Standard Time) on 14 November 2005 in the presence of bidders' representatives who choose to attend.

In the second stage, the Price Proposals and Technical proposals of the technically substantially responsive bidders will be opened in the presence of the bidder's representatives who choose to attend at an address, date and time to be advised by the Employer after approval of the ADB of the evaluation of the Technical Proposals.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
