The Islamic Republic of Pakistan has received a loan from the Asian Development Bank towards the cost of Second Flood Protection Sector Project, and it intends to apply a portion of the proceeds of the loan to eligible payments under the Contract for which this invitation for bid is issued.

The Chief Meteorologist, Flood Forecasting Division, Pakistan Meteorological Department, 46-Jail Road, Lahore, Pakistan (the Employer), who has been authorized by the Chairman, Federal Flood Commission, intends to invite bids for the following package on plant Design, Build/Turnkey basis:

Procurement Installation and Commissioning of Doppler Weather Radar at Mangla

The scope of deliverables includes:
  1. Supply install and commission radar hardware including radome.
  2. Supply install and commission radar control and product generation software including radar networking.
  3. Supply and install monochrome and colour laser printers.
  4. Supply install and commission UPS and power conditioning equipment.
  5. Supply install and commission computer platform for radar control and product generation.
  6. Supply laptop notebook PC with pre-installed maintenance software.

International competitive bidding will be conducted in accordance with the ADB's two-envelope procedure and is open to all Bidders from eligible source countries of ADB.

To purchase the bidding documents in English, eligible bidders should:
  • write to address above, and
  • pay a non-refundable fee of US$100.00 or PRs6,000 in cash or bank draft in favour of the Chief Meteorologist, Flood Forecasting Division, Pakistan Meteorological Department.
The document will be sent post for local delivery and by registered airmail for overseas delivery.

Bidders must deliver their bids:
  • to the address above
  • on or before the deadline: 20 October 2005 at 1300 hours
  • together with a Bid Security of 4.7 million in Pak Rupees.

Bids will be publicly opened at the office of the Chief Meteorologist, Flood Forecasting Division Office with the address mentioned above at 1000 hours on 20 October 2005.
