The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Second Flood Protection Project, and it is intended to apply part of the proceeds of the loan to eligible payments under the contracts for which this Invitation for Bid is issued.

The Federal Flood Commission (FFC) through the Water and Power Development Authority (WAPDA), now invites sealed bids from eligible Bidders from member countries of the ADB for the supply, installation, and commissioning of:

Telemetry Equipment:

The scope includes:
  • Supply and installation of 20 remote terminal units (RTUs), 20 rain sensors and 19 pressure type water level sensors
  • Relocation of two existing RTUs
  • Reconfiguration of master station and installation of additional antenna (if required)
  • Provision of spares, test measuring/field servicing equipment

International competitive bidding will be conducted in accordance with ADB's Two-Envelope bidding procedure and is open to Bidders from eligible source countries.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay of a non-refundable fee of PRs 10,000 or
    US$165.0 in cash or bank draft in favor of the

The document will be sent by registered airmail. No liability will be accepted for loss or late delivery. Prospective bidders who have already purchased the Bidding Document in response to the local advertisement in Pakistan's daily newspaper "The Dawn" dated 11 February 2005, need not repurchase the Bidding Document.

Bidders should submit their bids:

  • to the address above
  • on or before 10.00 hours on 31 October 2005
  • together with a Bid Security of PRs 1.5 million or in a freely convertible currency

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the address given above.

Late Bids shall be rejected.

The General Manager, Water will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
