The Republic of the Philippines has received a loan from the Asian Development Bank (ADB) towards the cost of Electricity Market and Transmission Development Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

The National Transmission Corporation (TransCo), invites sealed bids from eligible bidders from member countries of ADB for:

Furnishing and Delivery of Transmission Line Materials and Construction of Calamba Tower No. 50 - Binan ,230 kV Steel Pole Double Circuit Transmission Line Project.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee of PhP28,000 or USD500 per set.
The bidder should have at least contracted and commissioned a turnkey project of an overhead steel/pole transmission line with a minimum length of 18 km. and rating of not less than 230 kV for the last 15 years.

International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

Bidder should deliver their bids:
  • to the address above
  • on or before 22 November 2005
  • together with Bid Security of US$308,000 or an equivalent amount in a freely convertible currency included in the technical proposals.
The technical proposals will be opened immediately in the presence of bidders' representatives who choose to attend.

The price proposals and supplementary proposals, if provided, will be opened in the presence of bidders who choose to attend at the time, date and address to be advised by the Employer after approval of the ADB of the evaluation of technical proposals
