The Independent State of Papua New Guinea has received a loan from the Asian Development Bank (ADB) towards the cost of Rehabilitation of the Maritime Navigation Aids System Project, and it is intended to apply part of the proceeds of the loan to eligible payments under the contracts for which this Invitation for Bids is issued.

The Central Supply and Tenders Board on behalf of the Department of Transport now invites sealed Bids from eligible Bidders from member countries of the ADB for the construction and completion of the Maritime Navigation Aids System Project, Phase Three in Sandaun, E. Sepik, Madang, Morobe, Oro, Central, Gulf and Western involving:
  • removal of one existing pile and seven tower structures
  • installation of ten pile structures and two buoys
  • construction of eight lighthouse towers
  • minor maintenance at thirty five aids to navigation sites
  • installation of new aids to navigation equipment at all of the above sites
  • other works as specified in the tender documents

Interested eligible bidders may obtain further information from, and inspect and acquire the Bidding Document at the office address given below.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay of a non-refundable fee of US$200 in cashiers' check payable to Papua New Guinea Central Supply and Tender's Board.
The document will be sent by courier. No liability will be accepted for loss or late delivery.

International Competitive Bidding will be conducted in accordance with ADB's Single Stage: Two-Envelope bidding procedure. Bidders are to submit two sealed envelopes simultaneously, one containing the technical proposal and one containing the price proposal. Technical proposals that do not conform to the specified requirements may be rejected as deficient and the corresponding price proposals will be returned to the bidders unopened.

Bidders should submit their bids:
  • to the address below
  • at or before 10:00 hours (local time) on 20 October 2005
  • together with a Bid Security of PNG KINA equivalent to US$60,000 included in the technical proposal

The technical proposals will be opened at 11:00 hrs (local time) on 20 October 2005 in the presence of bidders' representatives who choose to attend.

The price proposals will be opened in the presence of bidders' representatives who choose to attend at the time and date and at the address to be advised by the Employer.
