This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", issue of May 2003.

The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Wuhan Wastewater Management Project and it intends to apply part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

China International Tendering Company, the Procurement Agent, on behalf of Wuhan Wastewater Management Project, the Purchaser, now invites sealed bids from eligible bidders for furnishing the detailed equipment design, manufacture, supply, installation, testing and commissioning of the following:

Bid No. 0701-0520ITC2C035: Wuxian and Railway Bridge Pumping Station Works
  • Influent and bar screen chambers
  • Pump house
  • Outlet well
  • Gate and flow meter shafts
  • Trash rack and controlling gate
  • Electrical equipment
  • Instrument and automation system

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

The Bidder or the leading partner of a Joint Venture shall, as main contractor, have successfully performed contract(s) in the last five (5) years of
  1. supply and installation for at least one (1) whole similar pumping station engineering that has been in successful operation over one (1) year; or
  2. at least one (1) contract that involves supply and installation of wastewater treatment plant at a capacity of at least 50,000 m3 per day that has been in successful operation over one (1) year.
The manufacturer for major equipment shall have at least five (5) years of documented successful manufacturing experience for similar products.

Bidders shall have on average, in the last three years, an annual turnover that is not less than USD 2.6 million.

To demonstrate the soundness of the Bidder's financial position showing long-term profitability, the bidder or each partner of the JV shall provide a copy of the audited annual financial statements including but not limited to balance sheet, income statement and cash flow statement for the last three (3) years. The net worth shall be no less than USD300,000.00.

Interested eligible bidders may obtain further information and inspect the Bidding Documents at the office addresses given below commencing 30 July 2005 from 9:00am to 11:30 am and 2:30 pm to 17:00pm.

To purchase the Bidding Document in English, eligible bidders should:
  • write to Wuhan Urban Drainage Development Co. Ltd.
  • pay a nonrefundable fee of RMB 2,500 or USD300. A refundable deposit of RMB5000 or USD600 is required for the drawings.
The Bidding Document will be sent by express mail for an additional fee of RMB200 (domestic) or USD100 (abroad), in certified check, for each set of Bidding Document.

Bidder should deliver their bids:
  • write to Wuhan Urban Drainage Development Co. Ltd.
  • on or before 10:00 a.m. (Beijing Time) on 28 September 2005.
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price.

Late bids will be rejected.

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the Purchaser's address given above.

The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.
