Loan No. 2176: Fuzhou Environmental Improvement Project
The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Fuzhou Environmental Improvement Project. The loan was approved 29 July 2005. The overall goal of the Project is to improve the urban environment of Fuzhou through the construction and rehabilitation of sewer networks, rehabilitation of inland river system, and the strengthening of urban governance in water resource management. The Project consists of the following components: Component A - Yangli Phase 2 Sewers Networks: This component will expand the Yangli WWTP service area by an additional 24 km2 through- the construction of 154 km of new sewers,
- the rehabilitation of 27 km of existing sewers, and
- the rehabilitation of one (1) pumping station in the Yangli WWTP.
- the construction of 110 km of new sewers,
- rehabilitation of 8 km of existing sewers, and
- construction of three (3) new pumping stations.
- rehabilitation of 13 inter-connected inland creeks with a total length of about 46 km,
- redging and excavating approximately 2.2 million tons of earthwork,
- construction of various widths of stone-lined rectangular channels, and
- rehabilitation of 8 existing flood gates.
- consulting services for project implementation and the development of training programs, and
- domestic and overseas training.
Goods and services to be financed by the ADB loan will be procured in accordance with ADB's Guidelines for Procurement. Civil works will be procured through local competitive bidding. Equipment or materials for each contract valued at $1,000,000 equivalent or more will be procured through international bidding. Minor items costing less than $100,000 equivalent will be procured by direct purchase. Civil works contracts relating to site preparation, weeding or planting are expected to be relatively small and may be carried out through force account. Consulting Services
Consultants will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for selecting and engaging domestic consultants. To provide implementation support to the PMO, international consulting firms in association with domestic firms (if available) will be selected using ADB's quality- and-cost-based selection method. The total consultant input for the Project is estimated at 150 person-months (30 pms international and 120 pms domestic) of technical assistance. Consulting services will include:
- institutional and managerial improvements;
- strengthening of financial management;
- operation management;
- project performance monitoring system (PPMS) and resettlement monitoring;
- environmental monitoring and reporting.
