Loan No. 2043: Conflict Affected Areas Rehabilitation Project
The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) toward the cost of the Conflict Affected Areas Rehabilitation Project.
The main objective of the Project is to rehabilitate and reconstruct essential infrastructure and to improve living conditions, in areas badly affected by the conflict, particularly in the eight districts of the North-East Province and in the adjacent districts of Puttalam, Polonnaruwa, Anuradhapura and Monaragala. Road Rehabilitation Component: Road rehabilitation is one of the four components of this project. This component comprises (i) rehabilitation of approximately 335km of major road links (Class A and B) that are in extremely poor condition and require immediate maintenance and (ii) capacity building of the construction industry in the conflict affected areas. The road works include: location and removal of mines and UXO, reconstruction of previously surfaced roads, drain clearing & drainage improvements and repair or replacement of bridges as necessary. Some civil works packages have already been awarded under local competitive bidding procedures. Other civil works packages are being developed and one package will be of larger scale for international contracting. The executing agency of this component is the Ministry of Highways and the Implementing agency is the Road Development Authority. ProcurementProcurement will be carried out in accordance with ADB Guidelines for Procurement and the Government Tender Procedures acceptable to ADB. Each civil works contract estimated to cost the equivalent of more than US $ 4 million and each supply contract for equipment or materials estimated to cost the equivalent of more than US $ 0.5 million will be awarded on the basis of International Competitive Bidding. Bidders for civil work contracts will be prequalified before bidding. Civil works contracts estimated to cost the equivalent of US $ 4 million or less will be awarded on the basis of local competitive bidding among prequalified contractors utilizing single stage two envelope procedures.
