Contract: :1885/9, Design, Supply & Installation of Shunt Compensation at Grid Substations (132 kV) by Capacitor Banks

1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) toward the cost of West Zone Power System Development Project (WZPSDP). Part of this loan will be used for payments under the contract named above.

2. The Power Grid Company of Bangladesh Limited now invites sealed bids from eligible bidders for the design, supply, installation, testing and commissioning of shunt compensation at eight 230/132 kV and 132/33 kV Grid Substations (at 132 kV level) by capacitor banks on turnkey basis.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

from Sunday to Thursday from 9:00 hrs to 18:00 hrs BST.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above requesting the bidding documents starting 15 August 2006.
  • pay nonrefundable fee Tk.21,000 or of US$300 by demand draft or pay order in favor of Power Grid Company of Bangladesh Limited. The document may be sent by courier for an additional fee of Tk10,000.00 or an equivalent amount in US$. No liability will be accepted for loss or late delivery.

6. Deliver your bid:
  • to the address above
  • on or before the deadline: 11:00 hrs BST on 17 October 2006.
  • together with a Bid Security of US$200,000 or an equivalent amount in freely convertible currency

Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above at 11:05 hrs BST on 17 October 2006.

7. The Power Grid Company of Bangladesh Limited (PGCB) will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

8. To compare the bids, ADB's domestic preference scheme will be applied in accordance with the provisions stipulated in the instructions to bidders.
