The Royal Government of Cambodia has received a loan from the Asian Development Bank (ADB) towards the cost of the Greater Mekong Subregion Transmission project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Design-Supply-Install Contract for Package 2 Substation Works. Bidding is open to bidders from eligible source countries of the Asian Development Bank.

Electricité du Cambodge invites sealed bids from eligible bidders for Package 2 Substation Works, as a full-turnkey basis contract. Details and specifications are provided in the bidding documents. The works include:

Design, engineering manufacturing, furnishing, delivering, erection, testing and commissioning complete of 230/115/22kV West Phnom Penh Substation and 230/22kV Takeo Substation, including civil, architectural, mechanical and electrical works, and training of the Employer's staff. The works shall cover the following two substation works:

(i) 230/115/22kV West Phnom Penh Substation
(ii) 230/22kV Takeo Substation

Bidders must have experience under contracts in the role of contractor, subcontractor, or management contractor for at lest the last ten years prior to the submission deadline of this bid.

Bidders must also have experience (participation as contractor, management contractor, or subcontractor) in at least three contracts within the last ten years, shall have a value of at least US$20 million that have been successfully or are substantially completed (70% or 80%) and that are similar to the proposed plant and services. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in the bid documents. Other Employer's requirements for qualification are specified in the bidding documents.

The Works under this turnkey contract shall be completed within fifteen months after the signing of the Contract.

International competitive bidding will be conducted in accordance with Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries.

To obtain the bidding documents in English, eligible bidders should:
  • come to the GMS Transmission Project Office in the address above
  • pay a non-refundable fee of US$250

Bidders shall submit their bids:
  • to the address above
  • on or before the deadline: 09:00 am Cambodian standard time on 10 October 2006. Late bids will be rejected.
  • together with a Bid Security of US$255,000 or an equivalent amount in a freely convertible currency
  • to Mr. Tan Kim Vinn, Managing Director, to the address above

Bids will be opened:
  • in the presence of the bidders' representatives who choose to attend
  • at 10:00 am Cambodian standard time on 10 October 2006
  • at the address above

The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.
