Invitation for Bids
1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", January 2003 issue.
2. The Lao People's Democratic Republic has received a loan from the Asian Development Bank (ADB), TA Loan 1931 toward the cost of its Banking Sector Reform Project, and it intends to apply part of the proceeds of this loan and grant to payments under the contract for Procurement of Banking Solution for Lao Development Bank (LDB). Information on TA Loan 1931 can be found on ADB website and Bank of Lao PDR website .
3. The Lao Development Bank now invites sealed Bids from eligible Bidders for a banking solution for its branches, sub-branches and Head Office operations. The banking solution should comprise of banking software, hardware and related equipment, documentation and user manual, implementations services for pilot sites, training for bank and IT staff, maintenance and support services and future upgrades to software.
4. International competitive bidding will be conducted in accordance with ADB's Two-Stage Bidding Procedure and is open to all Bidders from eligible source countries. Bidders should have a local I.T. company as their local partner or have their local office to provide first level support.
5. Interested eligible Bidders may obtain further information from ADB TA9050 Project Office at the Bank of Lao and inspecte the Bidding Document at the address given below from 8.30 a.m. to 12 noon and 1.00 p.m. to 4.30 p.m. commencing 9 October to 28 November 2006.
6. The Bidding Document, in the English language, may be requested from the Project Office. To obtain the bidding document, eligible bidders should send a written application to the address below and upon payment of a non refundable fee of US$100 in the form of a demand draft or bank transfer in favour of the ADB TA 9050 Project Office.
7. Bids must be delivered to the address below at or before 3.00 p.m. on 28 November 2006. All Bids must be accompanied by a Bid Security of US$5,000 or an amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 3.30 p.m. on 28 November 2006.
8. The Lao Development Bank will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. Bidders who have obtained the Bidding Document are invited to attend (not more than 3 representatives per Bidder) a meeting at the address below at 9.30 a.m. on 7 November 2006 to clarify the Two-Stage bidding procedure and answer any other clarifications required by Bidders.
