Invitation for Bids (Rebidding)

1. Nepal has received a loan from the Asian Development Bank(ADB) and OPEC towards the cost of Rural Electrification, Distribution and Transmission Project, and intends to apply part of the proceeds of this loan to eligible payments under the contract for supply and construction of 66 kV & 132 kV Substations.

2. Nepal Electricity Authority ("the Employer"), now invites sealed bids from eligible bidders for the construction of 66 kV & 132 kV Substations ("the Facilities") consisting of design, supply, construction, erection, testing and commissioning. International Competitive Bidding will be conducted under ADB's Two-Stage, Two- Envelope Bidding Procedure.

  1. Construction of new Matatirtha switching station at Thankot with three 132 kV line bays and one bus coupler bay, fiber optic communication network, RTU equipment, control building and all other necessary works.
  2. Construction of new Harisiddhi substation with two 132 kV line bays, one 132 kV transformer bay, 1*22.5 MV A, 132/ 11 kV power transformer, eight (8) numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, control building and all other necessary works.
  3. Extension of existing Bhaktapur substation to include one 132 kV line bay, two 2 kV transformer bays, 2*22.5 MV A, 132 / 11 kV power transformers, eighteen (18) numbers of 11 kV VCB switchgears, fiber optic communication network, RTU equipment, and all other necessary works.
  4. Extension of existing Balaju substation to include 2*22.5 MV A, 66/1 transformers kv power transformers with all necessary works.

The Bidder must be a manufacturing or contracting company in the field of high voltage (110 k V or higher voltages) substations, and maintaining a permanent place of business for at least ten (10) years. Detailed qualification criteria of bidders and manufacturers are more elaborately described in the bidding document.

3. Bidder may obtain further information from, and inspect and acquire the bidding documents, at the office of the project at the following address. Complete bidding documents are also posted on NEA website.

4. To purchase the bidding documents in English, eligible bidders should
  • write to the address above at or before 1200 hours (Local Standard Time) from 3 October 2006
  • pay a nonrefundable fee of NRs. 25,000 or US$350 by bank voucher or bank draft to the Project's account No. 001-013040C at Everest Bank, New Baneshwor, Kathmandu, Nepal
  • together with a Bid Security of US$160,000 or an equivalent amount in a freely convertible currency

5. The Technical Proposals will be opened on 31 October 2006 at 13:30 hours, (Local Standard Time) in the presence of bidders' representatives who choose to attend at the address given above.

6. The Price Proposals and supplementary price proposals, if provided, of the technically substantially responsive bidders will be opened in the presence of the bidders' representatives who choose to attend at an address, date and time to be advised by the Employer after approval of the ADB of the evaluation of the Technical Proposals. The Price Proposals of those bidders who fail to qualify or whose Technical Proposals are evaluated to be substantially non-responsive will be returned unopened to the respective bidders or their representatives.

7. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.

8. NEA will not be responsible for costs or expenses incurred by bidders in connection with the preparation and/or delivery of bids.
