The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for Construction of Water Supply System for the poor in Tehsil Municipal Administration (TMA) Bahawalpur Town ("the Works"), from eligible bidders having vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars. The works include the following components/work items which pertains to substantial civil, public health and electrical & mechanical engineering:

  1. Installation of 92 Meter deep Tube-wells 100 M3/H Capacity = 10 Nos.
  2. Construction of Pumping Chamber Size 3.65x3.65 Meter = 10 Nos.
  3. P/F of Pumping Machinery 100 M3/H capacity = 10 Sets.
  4. Transmission Main Pipes i/d 600mm = 1390 Meter, 450mm i/d = 1829 Meter.
  5. Collector Main Pipe 150mm i/d = 317 Meter, 200mm i/d = 305 Meter, 250mm i/d 305 Meter, 300mm i/d = 305 Meter, 350mm i/d = 152 Meter.
  6. Const. of R.C.C. Ground Storage Tank Capacity 0.7 Million Gallons = 2 Nos.
  7. Const. of Pump House Size 7.35x3.65 Meter = 2 Nos.
  8. Pumping Machinery as G.S.Ts 400 M3/H capacity = 3 Sets, 200 M3/H capacity = 3 Sets.
  9. P/F of Hypo chlorinator = 2 Sets.
  10. Construction of Boundary Wall = 246 Meter.

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:

  1. Minimum average annual turnover from construction business over the last five years of US$1.5 million.
  2. Carried out at least 2 similar projects with a value of at least US$1.0 million each.

The contract completion period will be eighteen (18) months.

To purchase the bidding documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for Contract No. ICB-WS-CIV-BWP-01(Construction of Water supply system for the poor in TMA Bahawalpur Town..
  • pay a non-refundable fee of Rs 18,000 or US$300 by Bank draft or Pay Order issued by a scheduled Bank in favor of Project Coordinator, SPBUSP

Deliver your bid:
  • to the address above
  • on or before the deadline: 12:00 pm on 14 September 2006
  • together with a Bid Security of 2% of the Bid Price in the form specified in Clause 17 of Instructions to Bidders.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

The Project Director PMU, REIP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
