1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services Project (SPBUSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for the construction of water supply system for the poor of Bahawalpur Satellite Town and adjoining Low Income Areas in Tehsil Municipal Administration (TMA) Bahawalpur City ("the Works"), from eligible bidders having vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars.

The works include the following components/work items which pertains to substantial civil, public health and electrical & mechanical engineering:
  1. Installation of 36.50 Meter deep Tube-wells 50 M3/H Capacity (12 Nos.)
  2. Construction of Pumping Chamber Size 3.65x3.65 Meter (12 Nos.)
  3. P/F of Pumping Machinery 50 M3/H capacity with 25 BHP Motor (12 Sets)
  4. Transmission Main Pipes AC or GRP inner diameter of 450mm, approximately 6000 Meter
  5. Collector Main Pipes AC or PVC inner diameter of 300mm, 152 Meters, inner diameter of 250mm, approximately 300 Meters, inner diameter of 200mm, approximately 600 Meters, inner diameter of 150mm, approximately 600 Meters
  6. Distribution System pipes AC or PVC (Satellite Town) inner diameter of 75mm, approximately 9100 Meters, inner diameter of 100mm, approximately 5200 Meters, inner diameter of 150mm approximately 3122 Meters, inner diameter of 200mm approximately 900 Meters, inner diameter of 300mm approximately 271 Meters and inner diameter of 350mm approximately 150 Meter including all allied works
  7. Distribution System Pipes AC or PVC (Ghota Gadra) inner diameter of 75mm approximately 8750 Meters, inner diameter of 100mm approximately 1558 Meters, inner diameter of 150mm approximately 450 Meters, inner diameter of 200mm approximately 387 Meters, inner diameter of 250mm approximately 170 Meters, inner diameter of 300mm approximately 300 Meters including all allied works
  8. Construction of R.C.C. Ground Storage Tank 1930 M3 Capacity, 0.425 Million Gallons ( 2 Nos.)
  9. Pumping Machinery as G.S.Ts 400 M3/H capacity (1 Set), 200 M3/H capacity (2 Sets)
  10. P/F of Hypo chlorinator (2 Sets)
  11. Construction of Boundary Wall 254 Meter, and development of site of water works. More details and specifications are provided in the Bidding Documents.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:
  1. Minimum average annual turnover from construction business over the last five years of US$1.5 million
  2. Carried out at least 2 similar projects with a value of at least US$1.0 million each

The contract completion period will be eighteen (18) months.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above requesting the bidding documents for Contract No. ICB-WS-CIV-BWP-02(Construction of Water supply system for the poor in TMA Bahawalpur Town)
  • pay a non-refundable fee of Rs 18,000 or US$300 by Bank draft or Pay Order issued by a scheduled Bank in favor of Project Coordinator, SPBUSP

6. Deliver your bid:
  • to the address above
  • on or before the deadline: 11:00 am on 6 October 2006
  • together with a Bid Security of 2% of the Bid Price

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7. The Project Director PCO, SPBUSP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
