1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services Project (SPBUSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for the construction of water supply system for the poor of Bahawalpur Satellite Town and adjoining Low Income Areas in Tehsil Municipal Administration (TMA) Bahawalpur City ("the Works"), from eligible bidders having vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars.

The works include the following components/work items which pertains to substantial civil, public health and electrical & mechanical engineering:
  1. Construction of Sewer lines including allied works i.e. Man-holes, dismantling and restoration of roads, ventilating shafts. RCC Sewers, inner diameter of 310mm and approximately 8400 Meters, inner diameter of 380mm and approximately 3950 Meters, inner diameter of 460mm and approximately 400 Meters, inner diameter of 530mm and approximately 1160 Meters, inner diameter of 610mm and approximately 1070 Meters, inner diameter of 690mm and approximately 800 Meters, and inner diameter of 760mm and approximately 1800 Meters
  2. Construction of Screening Chamber Size 9.56x4.61 Meter (1 No.) with all allied works
  3. Construction of Collecting Tank inner diameter of 6.70 Meter and 9.60 Meter deep (2 Nos.)
  4. Construction of Pump House inner diameter of 7.3 Meter and depth 9 Meter (1 No.) including all allied sub-works
  5. P/F of Pumping Machinery capacity 1000 M3/H 950 RPM with Motor etc. = 3 Sets i/c all attached appurtenances
  6. P/laying of Force Main AC or GRP inner diameter of 800mm, 122 Meters
  7. Construction of out fall chamber, Size 2.50x2.50 Meter (1 No.)
  8. Construction of boundary wall including gate, 250 Meter long 1.75 Meter high
  9. P/F of Diesel Generator Set 150 KVA USA, UK or European made
  10. Construction of Generator Room Size 6x4.50 Meter (1 No.)
  11. Construction of Single room staff quarter (1 No.)
  12. Construction of Sullage Carrier 1920 Meters

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:
  1. Minimum average annual turnover from construction business over the last five years of US$1.5 million
  2. Carried out at least 2 similar projects with a value of at least US$1.0 million each

The contract completion period will be eighteen (18) months.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above requesting the bidding documents for Contract No. ICB-WS-CIV-BWP-02(Construction of Water supply system for the poor in TMA Bahawalpur Town)
  • pay a non-refundable fee of Rs 18,000 or US$300 by Bank draft or Pay Order issued by a scheduled Bank in favor of Project Coordinator, SPBUSP

6. Deliver your bid:
  • to the address above
  • on or before the deadline: 11:00 am on 23 December 2006
  • together with a Bid Security of 2% of the Bid Price

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7. The Project Director PCO, SPBUSP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
