The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services Project (SPBUSP). Part of this loan will be used for payments under the contract named above.

2. The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for procurement of Sewer Cleaning and Personal Safety Equipment for improvement of Sewer Cleaning System. Details are given below:

3. A bidder could bid for one or several lots. Each lot to be listed and priced separately.

4. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single Stage: One Envelope procedure and is open to all Bidders from eligible countries of ADB.

5. Interested eligible Bidders may obtain further information from the address given below from 0900 to 1400 hours on all working days with effect from 1 September 2006. The Bidders shall have successfully completed at least three comparable contracts as main supplier within the last three years and have minimum supply and/or production capacity of 100 units per annum. The Goods offered have been in production for the last five years and have been in operation for at least three years. In this bidding procedure, Bidders will submit bids in one envelop containing the Price Proposal and the Technical Proposal together.

6. The Bidding Documents, in the English language, may be purchased by interested Bidders on submission of written application to the address given below and upon payment of non-refundable fee of Pak Rupees 9,000 or US$ 150. The method of payment will be by Demand Draft in favour of Project Coordinator, SPBUSP. The documents may be sent by courier service. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to address below at or before 11:00 AM on 13 October 2006. All Bids must be accompanied by a Bid Security of not less than 2% of the total bid price, in the form of a certified check, letter of credit, or a guarantee from a reputable bank. Late Bids will be rejected. Bids will be opened at 12:00 noon on 13 October 2006 in the presence of bidders' representatives who choose to attend at the address below.

8. The Project Coordinator, SPBUSP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
