1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services Project (SPBUSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Local Government and Rural Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for the Rehabilitation of Wastewater Disposal Station Suraj Miani (Part-1), Multan ("the Works"), from eligible bidders having vast experience, sound financial position, adequate resources of manpower and equipment who can undertake works costing over one million US dollars.

The works include the following components/work items which pertains to substantial civil, public health, electrical & mechanical engineering:
  1. Replacement of existing pumping machinery which includes dismantling/de-fitting of existing machinery=8 Jobs, Making foundation of pumping machinery, Providing and Fixing of Pumping Machinery of 1530 Cu.M/Hour capacity16 Meter head Revolution Per Minute less than 1000 = 9 Sets
  2. Providing & Fixing of sump pump capacity 14 Litre/Sec = 3 Sets
  3. Chain pull block, Cast Iron. Specials = 53,200Kg. Providing & Laying of Cast-Iron. pipe inner diameter 800mm, Excavation = 775 Cu.M., cement pointing, Providing & Laying of topping, re-conditioning of 500 KVA Diesel Generator Set and 250 KVA Diesel Generator Set

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below:
  1. Minimum average annual turnover from construction business over the last five years of US$1.5 million
  2. Carried out at least 2 similar projects with a value of at least US$1.0 million each The contract completion period will be twelve (12) months.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above requesting the bidding documents for Contract No. ICB-SWD-EM-MUL-01 ( Rehabilitation of Wastewater Disposal Station Suraj Miani (Part-1), Multan)
  • pay a non-refundable fee of Rs 18,000 or US$300 by Bank draft or Pay Order issued by a scheduled Bank in favor of Project Coordinator, SPBUSP

6. Deliver your bid:
  • to the address above
  • on or before the deadline: 11:00 am on 13 October 2006
  • together with a Bid Security of 2% of the Total Bid Price.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend

7. The Project Director PCO, SPBUSP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
