1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Shaanxi Roads Development Project and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bids is issued.

2. The China National Machinery Import and Export Corporation (CMC), the Procurement Agent, authorized by Shaanxi Xiyu Expressway Company Limited (SXEC), the Purchaser, now invites sealed bids from eligible bidders from member countries of ADB for the supply, delivery, installation and related services of the following goods:

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

5. The Bidding Document, in the English language, may be purchased by interested bidders:
  • write to the above address of the Procurement Agent between 08:30 to 11:30 and 14:00 to 16:30
  • pay a nonrefundable fee of RMB¥1,600 or USD200 for each lot
  • For mail order, please add RMBY400 or USD50. The document will be sent by courier promptly. No liability will be accepted for loss or late delivery.

6. Bids must be delivered to:
  • to the above address of the Purchaser
  • at or before 10:00 a.m. (Beijing Time) on 26 September 2006
  • together with Bid Security of:
    Lots 1, 2 and 6: RMB¥50,000 or USD6,250
    Lots 4, 7 and 8: RMB¥100,000 or USD12,500

    Late bids will be rejected.

7. Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the address given above.

8. The Purchaser will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
