1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of the Hebei Province Wastewater Management Project. Part of this loan will be used for payments under the contracts for which this Invitation for Bids is issued.

2. CNCCC International Tendering Co, Ltd., the authorized Procurement Agent for Chengde Municipal Wastewater Treatment Company Limited now invites sealed bids from eligible bidders for the supply, installation, and related services of the following goods for the Chengde municipal secondary wastewater treatment plant with a capacity of 80,000 m3/d:

Contract: IFB No.0704-0620ITCHBCDM/01:
Supply & Installation of Wastewater Treatment Facilities
Main Components: Coarse screen, fine screen, submerged sewage pump, equipment for Vortex-type grit chamber, surface aerator equipment, impeller, sludge scraping and sucking machine, ClO2 Disinfection equipment as well as site control system associated with the equipment mentioned above;

Contract: IFB No.0704-0620ITCHBCDM/02:
Supply & Installation of Sludge Treatment Facilities
Main Components: Recycled & excess sludge pump, belt-dewatering press machine, polymer preparation dosing equipment as well as site control system associated with the equipment mentioned above;

Contract: IFB No.0704-0620ITCHBCDM/03:
Supply & Installation of Electric Automation and Communication Equipment
Main Components: High-low voltage switchgear equipment, transformer, power cable and control cable, instrument, integration and software programming for PLC?SCADA automatic control system, etc.

3. In order to be considered qualified bidders must have successfully completed as prime contractor over past five (5) years ,at least two (2) contracts, for the supply of goods similar to those stipulated in the Bidding Documents, for a municipal secondary wastewater treatment plant with a capacity of not less than 80,000 m3/d. One of the two contracts must have included installation services.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

6. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above between 0900 to 1100 and 1400 to 1600 hours (Beijing Time)
  • pay a nonrefundable fee of RMB3,000 or US$360 for each contract by cash or check.

The Procurement Agent will send the bidding documents by express delivery. For an additional fee of RMB400 or US$100, the Procurement Agent will send the bidding documents by courier. The Procurement Agent accepts no liability for loss or late delivery.

7. Bidder shall deliver their bids:
  • to the address below
  • at or before 10:00 am (Beijing time), 18 August 2006
  • together with a Bid Security not less than two percent (2%) of the total bid price

Bids will be opened immediately after deadline in the presence of the Bidders' representatives who choose to attend.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
