The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Dali-Lijiang Railway Project. Part of this loan will be used for payments under the contracts named above.

CMC International Tendering Corporation, the Procurement Agent for and on behalf of West Yunnan Railway Company Ltd. (the Purchaser) now invites sealed bids from eligible bidders for the supply and delivery of the following Goods:

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

To obtain the bidding documents in English, eligible bidders should:
  • submit a written application to the address above between 9:00-11:00 am (working days only) from 14 August 2006
  • pay a non-refundable fee of RMB2,500 or US$300 by certified check or cash.

The Bidding Document will be sent by express mail. For an additional fee of RMB100 (domestic) or US$50 (overseas) the Bidding Document will be sent by courier. The Purchaser and the Procurement Agent accepts no liability for loss or late delivery.

Bidders shall submit their bids:
  • on or before the deadline: 14:00 hours on 25 September 2006. Late bids will be rejected.
  • to the address above
  • together with a Bid Security of not less than the amount indicated below or the equivalent amount in a freely convertible currency

    Lot 1 : US$350,000
    Lot 2 : US$50,000
    Lot 3 : US$250,000

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the address below:

The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
