This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities", issue on August 2, 2005.

The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Jilin Water Supply and Sewerage Development Project. Part of this loan will be used for payments under the contract named above.

China International Tendering Company (ITC) the authorized Procurement Agent of the Purchaser Liaoyuan Water Affairs Company Limited, now invites sealed bids from eligible bidders from member countries of ADB for the supply, delivery, and installation of the following:

Package 1:Electric system
Package 2:Automation control system
Package 3:Chlorination system, chemical dosing system, blowers
and air compressors and other water supply equipment
Package 4:Analytical instruments
Package 5:Pumps, valves
Package 6:Pipes, folded-plate, filter media, filter board and other materials

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

To obtain the Bidding Document in English, eligible bidders should:

  • write to the address above
  • pay a non-refundable fee of CNY2,500 or USD300 in cash or cashier's check.
The Purchaser will send the Bidding Document by express mail. For an additional fee of CNY50 (domestic) or USD50 (overseas) the Purchaser will send the Bidding Document by courier. The Purchaser accepts no liability for loss or late delivery.

Bidders shall submit their bids:
  • on or before the deadline: 10:00 am (Beijing time) on 17 August 2006. Late bids will be rejected.
  • together with a Bid Security of CNY200,000 or an equivalent amount in a freely convertible currency
  • to the following address:

Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend.

The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.
