1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Jilin Water Supply and Sewerage Development Project. Part of this loan will be used for payments under the contract named above.

2. China International Tendering Company (ITC), the authorized Procurement Agent of the Purchaser Meihekou Water Supply Company, now invites sealed Bids from eligible bidders from member countries of ADB for the supply, delivery and installation of the following:

A bidder may bid for one lot or a combination of lots.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries.

5. To obtain Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay a non-refundable fee of CNY 2,500 or USD300 in cash or cashier's check.

The Purchaser will send the Bidding Document by express mail. For an additional fee of CNY200 (domestic) or USD150 (overseas) the Purchaser sill send the Bidding Document by courier. The Purchaser accepts no liability for loss or late delivery.

6. Bidders shall submit their bids:
  • on or before the deadline: 10 am (Beijing time) on 13 September 2006. Late bids shall be rejected
  • together with a Bid Security of CNY200,000 or an equivalent amount in a freely convertible currency for each package

Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend.

The Purchaser is not responsible for bidders' expenses associated with preparing and delivering bids.
