Loan 2244-PRC: Hunan Flood Management Sector Project
The People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Hunan Flood Management Sector Project. The loan was approved on 29 June 2006. The Project will support the implementation of an area and time slice of Hunan's integrated flood-control program under the Hunan Provincial 11th Five-Year Plan (2006-2010), focusing on a comprehensive framework for flood control, management, and forecasting in the four mountainous river basins-Lishui, Xiangjiang, Yuanjiang, and Zishui. Flood protection works will be constructed for up to 35 subprojects. Nonstructural measures will be developed to strengthen hydrological monitoring, improve flood forecasting, and enhance flood warning systems. The Project includes four components:- nonstructural flood management system;
- structural flood protection, resettlement and environment management;
- project management and capacity building; and
- support for flood management planning.
The proceeds of the loan are intended to be used for the procurement of equipment, materials, goods, and services. Procurement to be financed wholly or partly under the loan will b undertaken in accordance with ADB's Guidelines for Procurement. Major contracts for equipment and materials valued at $1 million equivalent or more will be awarded through ADB's international competitive bidding (ICB) procedures. Smaller packages for equipment and materials valued at less than $1 million equivalent will be procured following international shopping procedures or national competitive bidding (NCB) procedures. Shopping mode will be allowed for contracts valued at $100,000 equivalent or less.
Some 76 civil works contracts costing less than $10 million equivalent related to the construction/rehabilitation of dikes, sluice gates pump station etc will be carried out using NCB procedures acceptable to ADB. Some 6 supply contracts related to metal structures, pumps, sluice gate, pipe and valves, etc are packaged to be procured through ICB procedure, and some 4 supply contracts related to monitoring equipment, office equipment and vehicles, etc. are expected to be procured through IS or NCB procedures. Consulting ServicesA total of 69 person-months of domestic consulting services will be engaged and financed by the Hunan Provincial Government, the Executing Agency, in accordance with ADB's Guidelines on the Use of Consultants and the arrangements satisfactory to ADB for selecting and engaging consultants.
