1. The Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Dushanbe - Kyrgyz Border Road Rehabilitation Project, Phase II. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Ministry of Transport of the Republic of Tajikistan ("the Employer") invites sealed bids from eligible bidders for the construction and completion of rehabilitation works on the Dushanbe - Kyrgyz Border Road between Km 140 and Km 217 ("the works"). The Works will consist of rehabilitation / reconstruction works to the existing road pavement including two layers of hot mix asphalt, earthworks in cut / excavation, rock excavation / blasting works, embankment construction, repair / replacement of culvert type drainage structures, slope protection works, construction / repair of 12 bridges between 15 to 30m spans of steel or concrete, bored cast in-situ piles to 15m depth, and roadside drainage works.

3. Only eligible Bidders with the following key qualifications should participate in the bidding.
  • Minimum average annual turnover of USD $20,000,000 over the past 3 years
  • Participation as contractor, management contractor, or subcontractor, in at least three contracts within the last five years, each with a value of at least USD $20,000,000 that have been successfully or are substantially completed and that are similar to the proposed works. Minimum executed quantities of work are as follows : earthworks 400,000m3 common excavation and 100,000m3 rock excavation (blasting works), pavement works - granular and bitumen works. (30 km per year completed including 25,000m3 asphalt per year), bridge repairs / rehabilitation (construct minimum 4 bridges with spans from 15m to 30m), complete minimum of 40 cast in-situ bored piles to 15m depth per year, culvert rehabilitation / construction (60 culverts per year), Retaining wall construction (300 Linear metres per year)
  • The bidder shall demonstrate that he has the following personnel available.

5. To purchase the bidding documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for : Contract No - 002 Rehabilitation of the Dushanbe - Kyrgyz Border Road, Phase II, between Km 140 to Km 217
  • pay a non-refundable fee of two hundred dollars (USD 200.00) by cash or bank transfer

6. Deliver your bid:
  • to to the address above
  • on or before the deadline: 11.00 am on the 14 September 2006.
  • together with a Bid Security of One Hundred Thousand United States Dollars (USD100,000)
  • or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
