India has received a loan from the Asian Development Bank (ADB) towards the cost of Railway Sector Improvement Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Rail Vikas Nigam Limited, New Delhi now invites sealed Bids from eligible bidders for the following:

RVNLl/TRL-AJJ/Chennai/01- Construction of Roadbed, Bridges, Facilities, Installation of Track (excluding Supply of Rails, Thick Web Switches & Weldable CMS Crossings) & Electrical (Railway Electrification & General Electrification), Signalling and Telecommunication Works in Connection with Provision of Third Line Between Tiruvallur and Arakkonam Section in the State of Tamil Nadu (India).

(Details and specifications are provided in the Bidding Document).

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

To obtain further information and inspect the Bidding Document, eligible bidders should contact the office of at the address given below from 10.00 hours to 16.00 hours (Indian Standard Time) on all working days from 10 November 2005.

To purchase the Bidding Document in English, eligible bidders should:

  • write to the address below
  • pay a nonrefundable fee of INR20,000.0 by demand draft in favor of "Rail Vikas Nigam Ltd." payable at New Delhi, India
  • pay an additional fee of INR2,000.0 for delivery of Bidding Document by post/courier.

Bidders must deliver their bids:
  • to the address below
  • together with a Bid Security of INR10.0 million or an equivalent amount in a freely convertible currency.

The deadline for submission of bids will be as indicated in the Bidding Document.

Bids will be opened promptly after the deadline in the presence of bidders' representatives who chose to attend. Late bids will be rejected.

Rail Vikas Nigam Limited will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
