The Republic of Maldives has received a loan from the Asian Development Bank (ADB) towards the cost of the Outer Islands Electrification (Sector) Project, and it intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

The Ministry of Atolls Development, the Employer, now invites sealed bids from eligible bidders from member countries of ADB for the implementation of two turnkey contracts in the following sub-project areas:

Lot A: The five northern islands of Ha. Baarah; H. Dh. Neykurandhoo; Sh Kanditheemu; B. Kendhoo and AA. Thoddoo

Lot B: The four southern islands of M. Mulah; Th. Guraidhoo; Ga. Maamendhoo and Ga. Kolamaafushi.

The contracts are for the improvement of electricity supply in the islands through the installation, augmentation, expansion or modification and adjustment of:
  • Powerhouses;
  • Bulk fuel tanks;
  • Diesel generator sets with auxiliary equipment including daily fuel tanks;
  • Generator and distribution control, protection and measurement panels;
  • Underground distribution systems, including trenching, cables, and distribution boxes, customer sub-mains and meter boards.

Bidders may bid for either lots or both lots.

International competitive bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries.

Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay a non-refundable fee of 3,200 Maldivian Rufiyaa or US$250by cash or cheque in favor of "Ministry of Atolls Development" Payments will be accepted on all working days between 9:00 am to 1:00 pm. Upon payment, the documents will be immediately collected or sent by courier

Deliver your bids:
  • to the address below
  • on or before 12:00 nn on 1 March 2006
  • together with a Bid Security of US$25,000 for each lot or an equivalent amount in a freely convertible currency

Late bids will be rejected. The Employer will not be responsible for costs or expenses incurred in the preparation or delivery of bids.

The technical proposals will be opened at 1:00 pm on 1 March 2006 in the presence of Bidders' representatives who choose to attend.

The price proposals and supplementary proposals, if provided, will be opened in the presence of the Bidders' representatives who choose to attend at the time and date at the address to be advised by the Employer after approval of the ADB and evaluation of the technical proposals.
