The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Acid Rain Control and Environmental Improvement Project and it intends to apply part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

The China Far East International Trading Corp. (CFEITC), the Procurement Agent, authorized by Tongling Yaxing Coking Gas Limited Liability Company (TCG), invites sealed bids from eligible bidders from member countries of ADB for the following:

Civil works and installation of 700,000 ton per annum capacity of 2X50 hole TJL 4350D type coke oven related coal preparation system, coal preparation system, chemical recovery and storage, co-produced steam power generation, buildings and auxiliary facilities.

Local competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

Only bidders who have the following key qualifications are eligible to participate in this bidding:
  1. General construction experience in the role of contractor for at least three years prior to the bid submission deadline;
  2. Have undertaken at least three projects of similar size and nature in the role of main contractor, and main part of the works have met standard of excellence;
  3. Have a registered capital of not be less than RMB200 million;
  4. Have a license of Class A issued by the Ministry of Construction of the People's Republic of China :
    1. General Contractor for Metallurgy Project
    2. General Contractor for House Construction Project
    3. General Contract for Municipal Utilities Project
    4. General Contractor for Electric and Mechanical Installation Project
    5. Professional Contractor for Foundation Project
    6. Professional Contractor for Steel Structure Project
    7. Professional Contractor for Furnace and Kiln Project
  5. Passed certification of quality system in the PRC; and
  6. Have a safe production license in PRC.

Interested eligible bidders may obtain further information and inspect the Bidding Document at the office addresses given below commencing 9 November 2005 from 9:00a.m. to 17:00p.m.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address below
  • pay a nonrefundable fee of RMB Yuan 4,000 in cash or bank draft in favor of the Procurement Agent

The Bidding Document will be sent by express mail for an additional fee of RMB Yuan 200 in certified check.

Bidder should deliver their bids:
  • to the address below
  • on or before 9:00 a.m. on 9 December, 2005 together with Bid Security of RMB Yuan 600,000.0

Late bids will be rejected.

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the address given above.

The Procurement Agent will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
