The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Harbin Water Supply Project and it intends to apply part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Minmetals International Tendering Co., Ltd., the Procurement Agent, on behalf of Harbin Municipal Water Supply Construction Co. Ltd, the Purchaser, now invites sealed bids from eligible bidders for:

the supply of laboratory equipment for the Purifying Plant of Harbin Water Supply Project in Harbin, Heilongjiang Province

(Details and specifications are provided in the Bidding Document)

International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

Interested eligible bidders may obtain further information and inspect the Bidding Documents at the office address given below from 9.00 to 11.00 hours and 13:00 to 16:00 hours.

To purchase the Bidding Document in English, eligible bidders should:

The Bidding Document will be sent by express mail for an additional cost of CNY200.0 (domestic) or USD60.0 (overseas) for each set of Bidding Document.

  • on or before 10:00 a.m. (Beijing Time) on 18 December 2005
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price

Late bids will be rejected.

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend at the Purchaser's address given above.

The Procurement Agent and the Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders
