The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Project, of which Liaoyang Central Heating Supply is a subcomponent and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

Shenyang Tendering Center (STC), the Procurement Agency authorized by Liaoyang Real Estate Heating Company, invite sealed bids for the supply of the following Goods:

Heat Net Prefabricated Thermal Insulation Pipe (Doushuangshu Thermal Source Center - s: 42.834 km; Beicaoku Thermal Source Center - s: 31.35Km)

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope procedure and is open to all bidders from eligible source countries.

To purchase the Bidding Document in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee of CNY 2,000.0 or USD 250. 0

Requests submitted by mail must include a certified check in favor of STC in the amount indicated above plus postal fee of US$25 (abroad) or CNY100 (domestic).

Documents will be sent by express airmail. No liability will be accepted for loss or late delivery.

Bids must deliver their bids:
  • on or before 10:00 a.m. (Beijing Time) on 28 December 2005. Late Bids will be rejected
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price
  • to the address above

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend.

STC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to bidders.
