This Invitation for Bids follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on 28 January 2005.

The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Coal Mine Methane Development Project and it is intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

The Shanxi Energy CBM Company Ltd. (SECC), the Purchaser, through Instrimpex International Tendering Company (CNIITC), the Purchaser's agent, now invites sealed bids from eligible bidders from member countries of ADB for the following:

Package 2: Supply and Installation of Gas Gathering Station at Gaozhang

(Details and specifications are provided in the Bidding Document)

International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope procedure and is open to all bidders from eligible source countries.

Interested eligible bidders may obtain further information from the office address given below between 0900 to 1600 hours starting 6 January 2006 (except weekends and holidays)

Documents will be sent by airmail for overseas delivery and surface mail or courier services for domestic delivery. No liability will be accepted for loss or ate delivery.

Bids must deliver their bids:
  • to the address below
  • on or before 10:00 a.m. (Beijing Time) on 6 March 2006
  • together with Bid Security of not less than two percent (2%) of the Total Bid Price

Bids will be opened immediately in the presence of the bidders' representatives who choose to attend.

The Purchaser will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to bidders.
