Loans 2205/2206-AZE: East-West Highway Improvement Project
The Republic of Azerbaijan has received two loans from the Asian Development Bank (ADB) for financing the cost of East-West Highway Improvement Project. Both loans were approved on 8 December 2005. The Project is to- improve about 127 kilometers (km) of two-lane paved road on the sections of Yevlakh-Ganja and Qazakh-Georgian border of Azerbaijan's primary east-west highway
- improve local roads totaling about 65 km in the project area
- support policy reform and improve governance in the road subsector through institutional strengthening, and
- facilitate movement across Azerbaijan's border (at Red Bridge) with Georgia
Procurement of goods, services, and civil works to be financed under the ADB loans will be carried out in accordance with ADB's Procurement Guidelines. Through International Competitive Bidding: 1. Improvement of the East-West Highway
- Yevlakh-Ganja Section (remaining road and Ganja bypass) [39.0 km]
- Qazakh-Georgian Border Section [38.0 km]
- Road Condition Survey, Road Maintenance, and Vehicle Weighing
- Border Inspection for Means of Transportation and Passengers (at Red Bridge)
The Project will require 993 person-months of consulting services (104 international and 889 domestic) to support implementation. A consulting firm will be engaged
- for 869 person-months (64 international and 805 domestic) for detailed design and construction supervision for improving the east-west highway and local roads, and
- 94 person-months (30 international and 64 domestic) for institutional strengthening
