Loan No. 2258: Urban Infrastrucure Development Project
The Kingdom of Bhutan applied for a loan from the Asian Development Bank (ADB) towards the cost of Urban Infrastrucure Development Project. The loan was approved on 27 September 2006. The Project entails improving, upgrading, and expanding urban infrastructure facilities and basic urban services in Bhutan’s two largest cities (Thimphu and Phuentsholing) and one regional center (Dagana). It includes institutional strengthening and building staff capacity in urban management and urban service provision, as well as enhancing public awareness on public hygiene. ProcurementProcurement of goods and services will be carried out in accordance with ADB Guidelines for Procurement. Through International Competitive Bidding:
Roads, Water (WTP and main trunk), Sewerage (upgrade of WWTP) Through National Competitive Bidding:
Water tanks, water and sewage reticulation, SWM improvement, Phuentsholing urban improvement (northern, eastern, western PCC improvement and street lights, phase I and phase II), Dagana urban improvement (road and drainage Phase I, and infrastructure) Consulting Services
All consultants financed from the ADB loan will be selected and engaged in accordance with ADB Guidelines on the Use of Consultants . An international consulting firm (51 person-months of international consulting services and 179 person-months of national) will be engaged to assist the PMU in overall project management and implementation. Similarly, one international consulting firm (49 person-months of international consulting services and 68 person-months of national) will be engaged to assist the PIUs in the design, monitoring, and supervision of contracts under the Project.
