Proposed Loan :Rehabilitation of the Railway in Cambodia
Contract No.:ICB - RRL 1 and RRL 2: Civil Works for Rehabilitation of the Railway
Deadline for Bids :8 February 2007

1. The Kingdom of Cambodia has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Rehabilitation of the Railway in Cambodia. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of the ADB.

2. The Ministry of Public Works and Transport ("the Employer") invites sealed bids from eligible bidders, for the design-build and completion of rehabilitation/reconstruction of railway line, bridges and associated infrastructure works comprising:

RRL1: Southern Line: Rehabilitation Phnom Penh-Sihanoukville 264km
RRL2 Northern Line: Section 1 - Rehabilitation Phnom Penh-Sisophon 338km
Northern Line: Section 2 - Reconstruction Sisophon-Poipet 48km

A Bidder may bid for one or both lots.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two- Envelope bidding procedure without prequalification.

4. Only eligible bidders with the following key qualifications should participate in this bidding:
  • pending litigation of not more than 50% of the Bidder's net worth;
  • minimum average annual construction turnover of US$50 million within the last three (3) years to bid for the two contracts, or US$25million to bid for either contract;
  • financial resources to meet cash flow requirement of US$3 million to bid for RRL 1, US$1 million to bid for RRL 2, and US$4 million for both contracts;
  • experience in contracts of similar size and nature as contractor, subcontractor or management contractor within the last five (5) years;
  • experience in design and construction/rehabilitation in any year of at least 300 meters of concrete and steel bridges to bid for both contracts, or 150 meters in any year to bid for either contract;
  • track laying experience of at least 30 km in any year to bid for both contracts, or 15 km in any year to bid for either contract;
  • experience in rehabilitation of track of 300 km in any year to bid for both contracts, or 150 km in any year to bid for either contract;
  • In case the bidder will arrange the supply of concrete sleepers from in-house sources, the bidder shall demonstrate and provide documentary evidence of having the necessary expertise and experience to manufacture concrete sleepers for railway tracks, and having supplied concrete sleepers to railway systems for a minimum period of 5 years; and
  • In case the bidder intends to subcontract the supply of concrete sleepers, the bidder shall be required to specify the suppliers, and also provide documentation that the specified suppliers have the necessary expertise and experience of having supplied concrete sleepers for railway systems for a minimum period of 5 years.

Bidders are to submit simultaneously two sealed envelopes, one containing the Technical Bid and the second containing the Price Bid.

6. To purchase the bidding documents in English, eligible bidders should:
  • write to the address above
  • pay a nonrefundable fee of US $400.00 cash or by certified check to the following account

7. Deliver your bid:
  • to the address above
  • on or before the deadline: 15:00 pm on 8 February 2007
  • together with a Bid Security in the required form of
    RRL 1 - US$ 600,000.00,
    RRL 2 - US$ 600,000.00, and
    RRL 1&2 - US$ 1,200,000.00

8. The technical bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend.

9. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
