1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Assam Power Sector Development Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2. The Assam State Electricity Board invites sealed bids from eligible bidders for the construction and completion of Communication System Equipment and Data Centre for Revenue Management System.

3. The scope of the work involves design, engineering, manufacture, assembly, inspection, testing at manufacturer's works before dispatch, packing, supply, delivery at site, including insurance during transit and storage, installation, testing and commissioning of Radio Communication Equipment for Distribution Circles, Guwahati I and Guwahati II under Lower Assam Electricity Distribution Company Limited (LAEDCL) and Jorhat and Dibrugarh under Upper Assam Electricity Distribution Company Limited (UAEDCL) and Data Centre at ASEB Headquarters for Revenue Management System.

The scope also includes the necessary civil work required for the erection of towers, construction of rooms for UPS, Access Point and Subscriber Module wherever necessary and Data Centre at ASEB Headquarters.

The entire Revenue Management System as detailed above has been divided into two packages namely:
Package 'A' - Radio Communication System
  • Guwahati Electrical Circle-I and Guwahati Circle-II under Lower Assam Electricity Distribution Company Limited.
  • Jorhat Electrical Circle and Dibrugarh Electrical Circle under Upper Assam Electricity Distribution Company Limited.

Package 'B' - Data Centre at ASEB Headquarters, Bijulee Bhawan, Paltan Bazar

A bidder may bid for one or both lots.

4. To purchase the bidding document in English, eligible bidders should:
  • write to addresses above requesting the bidding documents for Invitation Bid No. ADB/ASEB/CE/DIS/14 named Design, Supply and Installation of Radio Communication Equipment and Data Centre for Revenue Management System.
  • pay a non-refundable fee of Rs. 5,000 or USD 111 by crossed demand draft in favor of "Assam State Electricity Board". The draft shall be payable at Guwahati.
  • The bidding document shall also be sent by post/courier on a written application and on submission of an additional amount of Rs. 1,500 or USD 33 by crossed demand draft towards the cost of postage. The Bidding Document is not transferable and cost of bidding documents is not refundable under any circumstances.

5. International Competitive Bidding will be conducted in accordance with ADB's Two -Stage: Two-Envelope bidding procedure .

6. Deliver your bid:

  • at or before 1300 hours (IST) on 17 January 2007
  • together with a Bid Security of:
    INR 0.68 Million or 0.015 Million USD for Package 'A'
    INR 0.33 Million or 0.0073 Million USD for Package B

Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend.

7. When comparing the bids, ADB's Domestic Preference will be applied in accordance with the provisions stuipulated in the Bidding Document.
