1. India has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Water Supply and Environmental Improvement in Madhya Pradesh Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2. Indore Municipal Corporation now invites bids for the construction and completion of the works given below:

Lot No.1: at Aerodrome Road, Kila Maidan, Industrial Area Sector A, Rajendra Nagar, Sai Kripa Colony, Scheme No. 94 and Nav Lakha in Indore City

Lot No. 2: at Malhar Asharm, Lokmanya Nagar, Veena Nagar, Mahalaxmi Nagar Sector - R, Press Complex, Sarva Suvidha Nagar and Nanak Nagar in Indore City

Minimum Average Annual Turnover during the last three financial years must Rs.98 million (or US$2.13 million) for Lot No. 1 and Rs.92.5 million (or US$2.01 million) for Lot No. 2. For combined award, bidder should meet the aggregated requirement of Lot Nos. 1 and 2

Experience during last ten years in Construction, Testing and Commissioning of at least three nos. each of at least 1.5 ML capacity Overhead Service Reservoirs for each of Lot No.1 and Lot No.2 and six nos. each of at least 1.5 ml capacity Overhead Service Reservoirs for combined bidding of Lot No.s 1 and 2.

3. Bidders may bid for one or both contracts. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the letter of Bid. In case of joint venture, all partners combined must meet all financial and relevant experience requirements. One partner must meet 40% of all financial requirements and each of the other partner(s) must meet the minimum 25% of all financial requirements.

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. The bids may either be sent to the address below or may be submitted electronically.

6. A Pre-Bid conference will be held at the office of the Project Manager, Indore (MP), India on 18 December 2006.

7. For online bidding, interested bidders may download the Bidding Documentts, QA/QC Manual and Standard Specifications at www.abcprocure.com/uwseip.

8. Clarifications on Bid Document can be sought up to 15:00 hours, local time on 22 December 2006:

  • pay a nonrefundable fee of Rs.3,500 or US$80 by demand draft in name of Project Manager, PIU, Indore payable at Indore.
  • at or before 15:00 hours, local time, on 17 January 2007

10. Deliver your bid:
  • online through www.abcprocure.com/uwseip, or
  • paper-based to the Project Manager at the above address on or before 15:00 hours, local time, on 17 January 2007
  • together with a Bid Security of:
    Rs. 1,640,000.00 or US$36,000.00 for Lot No. 1
    Rs. 1,560,000.00 or US$34,000.00 for Lot No. 2
    Rs. 3,200,000.00 or US$70,000.00 for Lot Nos. 1 and 2
    to the above address.

11. Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend. Late bids will be rejected.

11. When comparing Bids, ADB's Domestic Preference scheme will be applied in accordance with the provisions stipulated in the bid document.
